How to Become a Licensed Customs Broker: Exam, License and Permit
A customs broker is licensed by CBP to transact customs business for others (19 U.S.C. 1641; 19 CFR Part 111). The path has four stages. Checked 12 Oct 2026.
1. Pass the CBLE
You must be a US citizen, at least 18, and not a federal officer or employee on exam day (19 CFR 111.13(b)). The exam fee is US$390. A pass supports a license application made within 3 years (19 CFR 111.11(a)(4)).
2. Apply for the license
- To apply you must be at least 21, a US citizen, of good moral character and not a federal employee (19 CFR 111.11(a)).
- File CBP Form 3124 with the processing Center and the US$300 fee (US$500 for a partnership, association or corporation) (19 CFR 111.12, 111.96(a)).
- CBP runs a background investigation, including fingerprints, and may interview you (19 CFR 111.14).
- If the Executive Director, Office of Trade, finds you qualified, the Executive Assistant Commissioner issues the license (19 CFR 111.15); otherwise you get a notice of denial with reasons (19 CFR 111.16).
3. Get a national permit
To conduct customs business you need a national permit (19 CFR 111.19), with a US$100 application fee and the annual permit user fee (US$190.88 from October 1, 2026). You must submit a supervision plan and exercise responsible supervision and control (19 CFR 111.28).
4. Keep the license
- File the triennial status report and pay US$100 every three years (19 CFR 111.30(d)); the next window runs from December 14, 2026 to February 28, 2027 (CBP).
- Individual brokers complete continuing education: 36 credits a triennial period, 20 for 2024-2027 only (19 CFR 111.102(b); 89 FR 87387).
- Update your address within 10 calendar days of a change (19 CFR 111.30(a)) and keep your employee list current (19 CFR 111.28(b)).
