CBLE References: Which HTSUS and 19 CFR Editions, and How to Tab Them
For the October 28, 2026 exam, CBP lists five references (CBLE Registration Information, last modified June 15, 2026, checked 12 Oct 2026). CBP loads electronic copies into the exam software, but recommends bringing paper copies as a backup.
The references
| Reference | Edition for Oct 2026 |
|---|---|
| Harmonized Tariff Schedule of the United States (HTSUS) | 2026 Basic Edition (no supplements) |
| Title 19, Code of Federal Regulations | 2025 annual edition (Parts 1 to end) |
| ACE Entry Summary Instructions | Version 2.4a |
| Right to Make Entry Directive | 3530-002A |
| ACE Entry Summary Business Rules and Process Document | Version 12.0, December 2023, Chapters 1-24 |
For an April exam CBP usually names the previous year's HTSUS Basic Edition; for an October exam, the current year's. The CFR edition is one to two years old, depending on when the printed volumes are available. Check CBP's registration page for your sitting.

Searching the electronic references
Press Ctrl+F to search inside a reference. You must type the terms; copying from a question is blocked. The search highlights matches but does not jump between them, so scroll. Close the search box when you switch documents.
Tabbing paper copies
- 19 CFR: tab Parts 24, 101, 111, 113, 133, 134, 141, 142, 152, 159, 162, 163, 171, 174, 190.
- HTSUS: tab the General Rules, General Notes 3, 4 and 11, each section's first page, and Chapters 39, 61-64, 84, 85, 94 and 98-99.
