How to Pass the Customs Broker License Exam: A Study Plan That Works
Candidates who pass the CBLE rarely know more law than those who fail. They find it faster. Here is a plan built on that.
1. Learn the map of 19 CFR (weeks 1-2)
| Part | What it covers | Category |
|---|---|---|
| 111 | Brokers: licenses, permits, duties, records, CE, penalties | Broker Compliance |
| 24 | Fees: MPF, HMF, permit user fee | Valuation / Practical |
| 101-102, 134 | Definitions, ports, country of origin and marking | Entry |
| 113 | Bonds | Entry |
| 133 | Trademarks and copyrights | Entry |
| 141-143 | Entry, release, entry summary, special entries | Entry |
| 144, 146 | Warehouses, foreign-trade zones | Entry |
| 152 | Valuation | Valuation |
| 159, 174 | Liquidation, protests | Entry / Valuation |
| 162, 171 | Prior disclosure, penalties and mitigation | Broker Compliance |
| 165 | Enforce and Protect Act | Entry |
| 182 | USMCA | Entry |
| 190 | Modernized drawback | Special topic |
2. Classification by the rules (weeks 2-4)
Read the General Rules of Interpretation until you can recite GRI 1 and 3. For every classification question, read the section and chapter notes before choosing a heading. See the GRI method.
3. Practice in the exam's shape (weeks 3-8)
- Topic practice by category, with the references open.
- One released exam a week under the 270-minute clock.
- After each one, review every miss and write down the section that decides it.
4. Pace the day
- 270 minutes for 80 questions: about 3 minutes 22 seconds each.
- First pass: answer what you know, mark anything needing a long lookup.
- Second pass: the marked questions, classification and practical exercises.
- Never leave a blank: there is no penalty for guessing.
5. Know where points go
- Day counts: 10 days, 15 days, 30 days, 60 days, 90 days, 180 days. Read which event starts the clock.
- Who does what: the broker, the importer, the processing Center, the port director, the Fines, Penalties and Forfeitures Officer.
- Arithmetic: duty plus MPF with its minimum and maximum, HMF only on ocean shipments, currency converted at the rate for the date of exportation.
