HTSUS Classification on the CBLE: The GRI Method, Step by Step
Classification is 10 to 15 questions on every recent CBLE, and options are full 10-digit HTSUS numbers that differ by a heading, a subheading or a statistical suffix. The method below follows the General Rules of Interpretation (GRIs) in the HTSUS.
GRI 1 first, always
Classification is determined by the terms of the headings and any section or chapter notes (GRI 1). Titles of sections and chapters are for reference only. Most CBLE classification questions are answered at GRI 1 once you read the right note, such as an exclusion in Note 1 to a section or chapter.
The rest of the GRIs
| Rule | Use it when |
|---|---|
| GRI 2(a) | The article is incomplete, unfinished, unassembled or disassembled but has the essential character of the finished article |
| GRI 2(b) | A heading names a material; mixtures and goods partly of that material are covered, then go to GRI 3 |
| GRI 3(a) | Two headings apply: the more specific wins, unless each covers only part of a composite good or set |
| GRI 3(b) | Mixtures, composite goods and retail sets: the component giving essential character |
| GRI 3(c) | Still tied: the heading last in numerical order |
| GRI 4 | Nothing fits: goods most akin |
| GRI 5 | Cases and packing that go with the goods |
| GRI 6 | Choose the subheading by the same rules, comparing subheadings at the same level |
Then the US layer

- Textiles and apparel: Section XI Note 7 ("made up"), knit Chapter 61 versus woven Chapter 62, Section XI Note 14 on garments put up in sets.
- Parts: Section XVI Note 2 and Section XVII Note 2.
- Toys and games versus sports equipment within Chapter 95.
