Why so many candidates fail
- Time. 270 minutes for 80 questions sounds generous until most of them need a lookup in a 4,000-page tariff or a 1,500-page CFR.
- Precision. Options differ by one word: 30 days or 60, the processing Center or the port director, the importer or the broker.
- Classification. Ten to fifteen questions ask for a 10-digit number; one wrong note or suffix costs the point.
- Practical exercises. Case sets built on an invoice or a CBP Form 7501 mix valuation, fees and dates, so one misread costs several points.
- Rules that moved. Part 111 was modernized in 2022 and continuing education started in 2025; old study notes teach the old rules.
What passing candidates do differently
They learn the structure of the references so lookups take seconds, practice the released exams under the real clock, and review every miss until they can cite the section that decides it. Use the released exams with explanations and the study plan.
